The article presents the results of the study of the normative and legal basis of Ukraine in the scientific, technical and innovation sphere as an indicator of the level of science in the country. The analysis of the reflection of science and its fields within the current legislative framework is based on the criteria of priority and organizational adequacy, which illustrate the attitude in Ukraine to its own science and scientific and technical potential, as well as the prospects of socio-economic development of the country.
