THE ISSUE OF ELECTORAL UNCERTAINTY OF CITIZENS OF UKRAINE IN THE CONTEXT OF THE EXPERIENCE OF EUROPEAN COUNTRIES

Theoretical and methodological principles of electoral uncertainty are analyzed. Electoral uncertainty has been defined as a compulsory element of democratic society that can influence (in certain circumstances) the election results and the balance of power in parliament. The relationship between electoral uncertainty and electoral absenteeism is established. The category of undecided voters is described as a “strategically important segment of the electoral market”. The definition of electoral uncertainty is proposed. The evolution of the electoral moods of Ukrainians is studied and the main factors influencing them are determined. The role and importance of electoral technologies in the process of forming electoral preferences of the population is investigated. A comparative analysis of the electoral behavior of citizens of Ukraine and European countries (France and Poland) is carried out. The features of election campaigns in Ukraine, France and Poland are studied.
