ON THE PROBLEM OF SCIENCE EVALUATION

Abstract: We discuss problems of scientific evaluation, making particular emphasis on research group evaluation. In order to perform such an assessments two basic approaches could be used: expert judgments and analysis of the citation history of publications. Each of these approaches has its advantages and drawbacks. Here we make a comparison and address the question of whether a set of automated, scientometric or bibliometric indicators is a suitable substitute for, or component of, peer-review at the level of the research group or department.
